Isiolo Governor Abdi Guyo faces impeachment motion over abuse of office, misconduct

MCA Godana told the assembly on Tuesday that the governor had failed to uphold the values of good governance, transparency, and accountability as required under Articles 10 and 73 of the Constitution.

A motion to impeach Isiolo Governor Abdi Guyo over alleged abuse of office, gross misconduct, and violation of constitutional and legal provisions has been tabled at the Isiolo County Assembly.

Sericho MCA Abubakar Godana on Tuesday afternoon tabled a notice of motion to impeach the governor during a tense and heavily guarded county assembly session.

The move triggered chaos outside the assembly, forcing police to fire in the air to disperse residents who tried to force their way in. Inside the chambers, all 18 MCAs backed the motion without opposition.

Godana said the governor had breached Chapter Six of the Constitution, the Leadership and Integrity Act, and the Public Officers' Ethics Act. “These Acts provide for respect for the rule of law, good governance, accountability and transparency as key principles of leadership,” he said.

The governor is accused of overseeing several stalled development projects and failing to meet county revenue targets.

The governor is also accused of hiring 36 advisors, far above the limit of four set by the Salaries and Remuneration Commission.

MCAs further alleged that Abdi violated the law by appointing two Deputy County Secretaries and creating an environment of fear among county staff by mishandling contract renewals for chief officers.

The motion highlights Abdi’s absence from duty, claiming he has spent considerable time in Nairobi, disrupting county operations.

The Jubilee Governor is also facing criticism for failing to appear before the Senate Standing Committee on Health on two occasions, where he was expected to respond to pressing issues on healthcare in Isiolo.

Abdi's recent remarks against Isiolo Senator Fatuma Dullo during Madaraka Day celebrations have further escalated tensions.

The governor was accused of making derogatory and sexist comments against the senator and questioning her use of public funds, in what MCAs say violates Chapter 6 of the Constitution and the Protection Against Domestic Violence Act, 2015.

“Governor Abdi Guyo has been frequently absent from his official duties, reportedly spending significant time in Nairobi, which has hindered effective county governance,” said MCA Godana.

Speaker Mohamed Roba confirmed receipt of the motion and outlined the steps that must be followed, including a seven-day notice period, public participation, and an opportunity for the governor to defend himself.

If supported by two-thirds of the assembly, the motion will be sent to the Senate Speaker within two days for further action.

The Speaker adjourned the House until Tuesday, June 17, to allow for public engagement. MCA Godana tabled a list of all 18 members who endorsed the motion, including nominated MCAs and those allied to the governor.

“It was a unanimous decision by the entire assembly,” Mohamed said.
